Building Winners: Strategic Procurement in the Age of Innovation

Today CCI published its latest policy report: Building Winners: Strategic Procurement in the Age of Innovation. This new landmark policy report delves into economic policy and effective strategies for growth in the 21st century.

 Building Winners is authored by CCI Director of Policy and Research Laurent Carbonneau and Dan Ciuriak, fellow at the Centre for International Governance Innovation (CIGI) and the C.D. Howe Institute, and former Deputy Chief Economist and the Department of Foreign Affairs and International Trade (now Global Affairs Canada). 

Throughout 2024, CCI has been undertaking a deep-dive into all aspects of government procurement. Our springtime report, Buying Ideas: Procuring Public Sector Innovation in Canada, explained why Canada’s procurement system is so prone to dysfunction, and how we can fix it.

In Building Winners, Dan and Laurent clearly lay out the reasons why Canadian policymakers must embrace procurement as a tool of industrial policy if we want to stay competitive and prosperous in the 21st century.

To mark the launch of Building Winners, earlier today CCI hosted a virtual launch event with the report authors, in conversation with CCI members Nicole Janssen, Co-CEO of AltaML; and Neil Desai, Board Chair of ClearRisk.
