CCI Response to the 2025 Manitoba Budget

March 20, 2025

Today in Winnipeg, Finance Minister Adrien Sala delivered the 2025 Manitoba Budget, focusing on fiscal responsibility amid economic pressures, including the impact of U.S. tariffs.

In response to the budget, CCI’s Director of Prairie Affairs, Jess Sinclair, issued the following statement on behalf of our members:

"Finance Minister Adrien Sala’s 2025 budget is clearly grappling with the dual tariff threats from both the United States and China, and the government is taking meaningful steps to build a more resilient Manitoba economy for the long term.

"For years, CCI has been saying that procurement is the most powerful economic development tool available to any government, and we see that Minister Sala and his colleagues have clearly heard that message. Commitments to reform procurement policies to prioritize domestic companies, and new guidelines for domestic procurement, will deliver significant economic benefits.

"The reality of procurement reform is that implementation is complex and requires ongoing engagement with vendors to ensure success. As the government moves to implement its $100 million IT modernization plan and allocate an additional $55 million through the Health System Innovation Capacity Fund, we hope that the province will collaborate closely with innovators and industry leaders.

"Overall, today’s budget reflects an encouraging approach from the Manitoba government. We fully support the government’s focus on enhancing productivity and ensuring that the province is on the best possible footing to compete and win in the 21st century global economy."
