CCI Response to the 2025 Québec Budget
March 25, 2025
Today in Quebec City, Finance Minister Eric Girard delivered the 2025 Quebec provincial government budget. In response, CCI Director of Quebec Affairs Jean-Francois Harvey delivered the following statement, on behalf of our members:
"This budget places significant emphasis on supporting local innovators, and demonstrates a real commitment to simplifying the regulatory framework for businesses.
"CCI particularly welcomes the various changes to the Quebec tax system. The creation of the tax credit for research, innovation, and commercialization (CRIC) and the announced changes to the CDAE (which is becoming CDAE IA) are a step in the right direction. We are also pleased to see various policy changes to make some programs more generous for businesses with their headquarters in Quebec.
"One area where we would have liked to see more clear action is on government procurement. Government purchasing is the most potent tool available for supporting domestic companies, and as the Québec government continues to reform their procurement processes, we hope they adopt a similar mindset of prioritizing the strength of the local economy.
"Overall, this budget confirms the government's commitment to innovation as a priority, and we look forward to working closely together to ensure Québec’s homegrown innovators—already key engines of growth—can fuel even greater prosperity in the years ahead.”
